Vietnam Market Background

Currently, Vietnam has signed 16 bilateral or multilateral free trade agreements, establishing extensive free trade relations with major global economies. With the changing global geopolitical and trade landscape, Vietnam has leveraged its demographic dividend, labor cost advantages, and foreign investment incentive policies. The pace of high-tech production shifting from China to Vietnam has accelerated, making Vietnam one of Asia’s major electronic manufacturing hubs and a “new favorite” destination for global supply chain relocation. As a result, Vietnam is rising in the global electronics industry chain restructuring process.

Vietnam's electronics industry is currently thriving. The export volume of electronic products has surged from 47th place in 2001 to 10th place in 2020. The United States and China are Vietnam's two largest export markets for electronics, and to some extent, Vietnam has begun to substitute exports from Chinese manufacturing. Vietnam is becoming a global manufacturing base for mobile phones, with its mobile phone exports currently ranking second globally, accounting for 20% of global manufacturing shipments.

However, due to Vietnam's relatively weak domestic industrial base and lack of a complete supply chain system, although Vietnam's annual electronics exports exceed $100 billion, its electronic components and software are heavily reliant on imports. 95% of the export value is controlled by foreign processing enterprises and their supply chain suppliers. At the same time, as one of the 30 most attractive emerging consumer markets globally, Vietnam boasts a population of over 100 million, with more than 60% of the population aged between 18 and 60, creating a vast market with nearly $10 billion in annual demand for electronic products. This offers a broad market expansion space for foreign trade companies in the industry.


Vietnam has continuously issued and implemented strategies such as the "National Strategy for the Fourth Industrial Revolution by 2030" and the "Innovation and Technology Development Strategy by 2030," listing electronics, information, and telecommunications as one of the top ten priority investment and development industries in the "Vietnam Industrial Development Strategy (2023-2045)." The government encourages foreign investors to invest in industrial clusters and designated industrial zones with the necessary infrastructure and facilities for the electronics industry. Vietnam aims to establish 100,000 digital technology companies by 2030.

The "2021-2030 Proposal for Industrial and Trade Structure Adjustment in Vietnam" sets the following targets for 2023:

  • The industrial support sector should meet 70% of domestic demand.
  • The domestic industrialization rate should exceed 45%.
  • The value of high-tech industrial products in the manufacturing sector should account for over 45%.

By achieving these goals, Vietnam is set to become a modern industrial nation with strong industrial competitiveness and will enter the ranks of the world’s top 15 export countries.

Vietnam's semiconductor market is expected to grow by $1.65 billion between 2020 and 2025, with an annual growth rate of 6.52%. During this period, the market size will increase by approximately $6.5 billion, making it one of the fastest-growing semiconductor markets in Asia. The draft of the "Vietnam Semiconductor Chip Industry Development Strategy until 2030 and 2045" has entered the approval stage. This strategy aims to promote the development of the semiconductor and electronics industries and attract global semiconductor companies to produce and conduct research and development in Vietnam. The target is to achieve a 50% domestic production rate of semiconductor chips by 2030.

Currently, Vietnam has only about 5,500 semiconductor engineers (90% of whom are located in Ho Chi Minh City), which meets only 20% of the market demand for technical talent in the industry. To address this, Vietnam has started international collaborations to implement human resource training programs, with the ambitious goal of training 50,000 engineers by 2030. Although Vietnamese chip manufacturers still rely on imported materials from other countries, Vietnam has abundant natural resources and raw materials, such as silica sand and rare earth metals (Vietnam's rare earth reserves are about 22 million tons, ranking second in the world). The government has also established financing institutions, including the National Technology Innovation Fund, to support the development of the semiconductor industry. By the end of 2023, countries around the world have committed to investing approximately $5 billion in Vietnam's semiconductor sector.
